Pakistan cement exports November 2025

According to the All-Pakistan Cement Manufacturers Association (APCMA), Pakistan’s cement exports fell by 26.53 percent year-on-year in November 2025 — down to 590,183 tons from 803,258 tons in November 2024.

This marks the third straight month of export declines: October saw a drop of approximately 23 percent, and September about 15 percent.
Domestically too, cement dispatches were marginally higher, but overall cement shipments (domestic + export) declined — total dispatches reached 4.14 million tons in November, compared to 4.275 million tons in the same month last year (a 3.17 percent decrease).

Industry stakeholders warn that without favorable government policies — such as tax or duty concessions — Pakistan’s cement sector may struggle to remain competitive in regional and global markets.

The slump is also symptomatic of broader economic stress: according to Pakistan Bureau of Statistics (PBS), the country’s overall exports in November dropped to approximately US$ 2.398 billion, a 15.8 percent decrease compared to October.
