President Zardari KP Emergency

Islamabad, October 13, 2026: President Asif Ali Zardari has reportedly approved a summary recommending emergency measures in Khyber Pakhtunkhwa (KP), following advice from Prime Minister Shehbaz Sharif and the federal cabinet.

The decision has intensified political tensions between the federal government and Pakistan Tehreek-e-Insaf (PTI), which has strongly opposed the intervention in the province.

The federal government maintains that the measures are intended to address security challenges, while PTI argues that they undermine the mandate of the elected provincial administration.

President Signs Summary Under Articles 232 and 234

The President’s Secretariat confirmed that Zardari signed the prime minister’s advice on October 11 under Articles 232 and 234 of Pakistan’s Constitution.

The approval followed a federal cabinet meeting chaired by Prime Minister Shehbaz Sharif, during which ministers reviewed reports concerning terrorism and law and order in KP.

Federal Government Cites Security Concerns

The federal cabinet said the province’s security situation had deteriorated and accused the PTI-led administration of failing to cooperate adequately with national counterterrorism efforts.

According to the government, reports from relevant security institutions and unsuccessful negotiations with provincial leaders contributed to the decision.

The federal authorities maintain that extraordinary constitutional action was necessary to address the security crisis.

Governor’s Rule Introduced in Khyber Pakhtunkhwa

Following the presidential approval, the federal government announced emergency measures and governor’s rule in KP.

Under the arrangement, Governor Faisal Karim Kundi was assigned responsibility for provincial administration, supported by an advisory council.

The government indicated that the arrangement could remain in place for six months, subject to constitutional requirements.

What Do Articles 232 and 234 Mean?

Article 232 allows the proclamation of an emergency under specified circumstances involving threats to national security.

Article 234 provides a mechanism for federal intervention when a province cannot be governed in accordance with constitutional requirements.

Both provisions are subject to constitutional procedures and oversight. Their application in KP has become a major point of disagreement between the federal government and opposition parties.

PTI Rejects Emergency Measures

PTI has opposed the federal government’s intervention, arguing that it undermines provincial autonomy and the democratic mandate of KP voters.

The party has disputed allegations concerning its counterterrorism cooperation and criticised the decision to suspend the provincial administration’s authority.

The disagreement has intensified political tensions between Islamabad and Peshawar.

Constitutional Debate Expected to Continue

The emergency decision is expected to face further parliamentary scrutiny and legal challenges.

While the federal government argues that its actions are necessary for public safety and constitutional governance, PTI maintains that the province’s elected representatives should retain their authority.

The outcome of these proceedings could influence future relations between federal and provincial governments in Pakistan.
