Islamabad, October 13, 2026: Prime Minister Shehbaz Sharif has blamed Pakistan Tehreek-e-Insaf (PTI) for the breakdown of negotiations that led to the imposition of emergency and governor’s rule in Khyber Pakhtunkhwa (KP).
Addressing a parliamentary meeting of the Pakistan Muslim League-Nawaz (PML-N) in Islamabad on Tuesday, the prime minister said the federal government had exhausted its efforts to reach an agreement with the PTI-led provincial administration.
He maintained that continued disagreements over security cooperation left the government with no alternative but to introduce extraordinary constitutional measures.
PM Shehbaz Says PTI’s Attitude Forced Governor’s Rule
Prime Minister Shehbaz Sharif accused PTI of adopting an inflexible approach during negotiations with the federal government.
According to the premier, Islamabad had spent more than two years attempting to improve cooperation with the provincial administration, particularly on counterterrorism and development matters.
He said the federal government wanted to resolve political differences through dialogue but could not allow prolonged uncertainty to affect national stability.
Shehbaz described the decision to impose governor’s rule as a measure taken under difficult circumstances rather than a preferred political option.
PM Reveals Meetings With Former KP Chief Ministers
The prime minister said he had held several meetings with former KP Chief Minister Ali Amin Gandapur to discuss development projects and security challenges.
During those discussions, Shehbaz reportedly assured Gandapur that the federal government was willing to work with the provincial administration for the benefit of the people.
He also stressed the need for a coordinated national strategy to combat terrorism.
The prime minister confirmed that he had held discussions with former Chief Minister Sohail Afridi as well.
However, he claimed that efforts to establish cooperation ultimately failed because of disagreements with PTI’s leadership.
Shehbaz Accuses PTI of Sabotaging Negotiations
Speaking about the failed talks, Shehbaz alleged that PTI repeatedly changed the terms of a proposed agreement.
He claimed that both sides had reached an understanding on several matters before further changes disrupted the negotiation process.
According to the prime minister, the repeated disagreements made it impossible to finalise a workable arrangement.
He said the government eventually reached a point where further delays were no longer acceptable.
PTI has disputed the federal government’s account of the negotiations, maintaining that it wanted a jointly developed counterterrorism strategy involving provincial representatives.
Governor’s Rule Imposed in KP on October 11
The federal government imposed emergency measures and governor’s rule in Khyber Pakhtunkhwa on October 11, 2026.
President Asif Ali Zardari approved the decision following advice from Prime Minister Shehbaz Sharif and recommendations from the federal cabinet.
The measures were introduced under Articles 232 and 234 of Pakistan’s Constitution.
Under the new arrangement, executive authority was transferred from the PTI-led provincial administration to Governor Faisal Karim Kundi.
The federal government has cited worsening security conditions and alleged failures in counterterrorism cooperation as the principal reasons for its intervention.
PM Highlights KP’s Sacrifices Against Terrorism
Shehbaz Sharif acknowledged the sacrifices made by the people of Khyber Pakhtunkhwa in Pakistan’s fight against terrorism.
He said civilians, police personnel and members of the security forces had suffered significant losses in militant attacks.
The prime minister accused the previous PTI-led provincial administration of allowing militants to regain influence in parts of the province, including Swat.
These allegations reflect the federal government’s position and have been contested by PTI.
Shehbaz maintained that defeating terrorism required cooperation between federal authorities, provincial institutions and security agencies.
Federal Government Promises Development in KP
Alongside security concerns, the prime minister highlighted the need for economic development and improved public services in Khyber Pakhtunkhwa.
He said residents deserved better healthcare, educational opportunities and employment prospects.
Shehbaz argued that the federal government wanted to address unemployment and improve living conditions while restoring peace in the province.
He also referred to recent meetings with international investors in London, expressing optimism about opportunities for economic growth and investment in Pakistan.
PTI Rejects Governor’s Rule as Politically Motivated
PTI has strongly opposed the federal government’s decision, arguing that suspending the elected provincial administration undermines democracy and provincial autonomy.
The party has rejected allegations that it deliberately obstructed counterterrorism cooperation.
PTI representatives have also announced plans to challenge the emergency measures through legal and political channels.
The disagreement has intensified tensions between Islamabad and the opposition, raising questions about the future of provincial governance and federal-provincial relations.
