KP Emergency National Assembly Approval

Islamabad, October 13, 2026: The Pakistan Muslim League-Nawaz (PML-N) is preparing to seek parliamentary approval for the emergency and governor’s rule imposed in Khyber Pakhtunkhwa (KP), as political tensions between the federal government and Pakistan Tehreek-e-Insaf (PTI) continue to escalate.

The National Assembly and Senate have been summoned for separate sessions on Tuesday to discuss the controversial decision, which the federal government says was necessary because of the deteriorating security situation in the province.

President Asif Ali Zardari approved the emergency measures on October 11 following recommendations from the federal cabinet headed by Prime Minister Shehbaz Sharif.

PML-N Prepares to Secure Parliamentary Support

According to reports, the ruling PML-N plans to seek support from lawmakers for the emergency proclamation and governor’s rule in Khyber Pakhtunkhwa.

The party’s parliamentary committee was scheduled to meet at 4pm on Tuesday to discuss its strategy ahead of the parliamentary proceedings.

The government is expected to present its position on the constitutional and security grounds for the intervention.

However, the parliamentary approval process remains subject to the requirements of the Constitution, and the outcome of any vote had not been confirmed in the reports reviewed.

National Assembly and Senate Sessions Summoned

President Zardari summoned separate sessions of the National Assembly and Senate for October 13 at Parliament House.

According to a report by Business Recorder, the sessions were scheduled for 6:15pm under Article 54(1) of the Constitution.

The meetings are expected to provide a platform for debate over the federal government’s intervention in KP.

A report by UrduPoint indicated that formal ratification might take place on a subsequent day, as the matter was not included in the initial agenda for Tuesday’s proceedings.

Federal Government Cites Rising Terrorism in KP

The federal government has defended the emergency measures by pointing to increasing terrorist attacks and concerns about public safety in Khyber Pakhtunkhwa.

According to the Prime Minister’s Office, the federal cabinet reviewed the security situation and expressed concern over what it described as insufficient cooperation by the former provincial administration in counterterrorism efforts.

The cabinet subsequently recommended invoking constitutional powers under Articles 232 and 234.

Government officials maintain that the measures are intended to strengthen security coordination, protect citizens and restore stability.

PTI has disputed the government’s allegations and rejected the justification for suspending the elected provincial administration.

National Assembly Expected to Consider Resolution on Wednesday

According to Abb Takk News, the PML-N parliamentary group decided at a meeting in Islamabad to seek National Assembly approval for the emergency.

The assembly is expected to consider a resolution supporting the government’s decision on Wednesday, October 14, 2026.

The proposed resolution is likely to trigger debate between treasury and opposition lawmakers over the constitutional basis and political implications of the emergency.

Rana Sanaullah Defends Emergency Measures

Prime Minister’s Adviser on Political Affairs Rana Sanaullah defended the government’s decision while speaking to journalists.

He said defeating terrorism was essential for restoring peace in Khyber Pakhtunkhwa and expressed confidence that security conditions would improve.

Sanaullah accused the former PTI-led provincial government of failing to cooperate fully with counterterrorism efforts.

He also praised the Balochistan government’s approach to security operations and alleged that PTI’s political messaging had similarities with the narratives promoted by militant organisations.

These accusations represent Sanaullah’s political position and have not been independently established.

Government Raises Concerns Over Militancy and Cross-Border Security

Rana Sanaullah identified the banned Tehreek-e-Taliban Pakistan (TTP) and other militant elements as major security threats.

He argued that negotiations were difficult with groups whose demands, according to him, challenged Pakistan’s territorial integrity.

The adviser also claimed that Saudi Arabia, China, Türkiye and Qatar had attempted to facilitate efforts to resolve regional security tensions, but that the Afghan authorities had not accepted the proposals.

He further linked the growth of militancy to criminal activities, including extortion, drug trafficking and the use of non-custom-paid vehicles.

PTI Opposes Federal Intervention in KP

PTI has rejected the imposition of emergency and governor’s rule, arguing that the decision undermines the democratic mandate of the province’s voters.

The party maintains that counterterrorism challenges should be addressed through cooperation between elected governments and security institutions rather than by suspending provincial executive authority.

PTI leaders have also indicated that they intend to challenge the decision through constitutional and legal channels.

The dispute has intensified tensions between the federal government and the opposition.
