Federal Health Minister Mustafa Kamal warned that a fresh constitutional amendment to create new provinces in Pakistan could be on the horizon if the urban centres of Sindh — particularly Karachi — continue to be deprived of their rightful share of resources and powers.

Speaking on television, he said that while Sindh received Rs 2,400 billion under the NFC award this year, approximately Rs 800 billion of that should go to Karachi — but the city hasn’t seen even Rs 100 billion in benefits, according to him.

Kamal accused the Pakistan Peoples Party of refusing to engage in needed local-government reforms, suggesting that the very foundation laid by the 18th Constitutional Amendment might come under threat. He argued that provinces are formed when citizens’ rights are suppressed and resources withheld.
