A five-star hotel in Karachi was surprised to receive a Rs 10,000 e-challan for a vehicle that was stolen in May 1997 from its parking area near Shahrah e Faisal, according to the hotel’s management.

The hotel says it had lodged a theft complaint with the Saddar Police Station at the time, and the vehicle was never recovered — yet the fine was issued for a seat-belt violation captured at the Hub Toll Plaza.

The ticket was generated through the newly-launched Traffic Regulation and Citation System (TRACS), which uses AI-enabled CCTV cameras to detect infractions like seat-belt non-usage and speeding.

The hotel’s management says it is willing to pay the fine, but only once the stolen vehicle is located and returned. The incident adds to scrutiny over TRACS after reports of other e-challans being issued to stolen vehicles or vehicle owners not present at the time of violation.
