ISLAMABAD: The Capital Development Authority (CDA) has decided to execute Islamabad’s 11th Avenue project in two phases, with the first phase covering the road from the E-11 interchange to Srinagar Highway.
The project aims to improve traffic flow in the federal capital by connecting major roads and providing motorists with additional routes. The CDA has already approved a project cost of Rs24.5 billion for the construction of 11th Avenue from Margalla Avenue to IJP Road.
First Phase to Connect E-11 With Srinagar Highway
The first phase will cover approximately 3.5 kilometres, beginning at the E-11 interchange and ending at Srinagar Highway. The plan also includes an interchange connecting the new road to Srinagar Highway.
According to CDA officials, the authority is working on the pre-tendering process, and construction could formally begin within two months.
Rs24.5 Billion Approved for 11th Avenue
The CDA Development Working Party previously approved a PC-I worth Rs24.5 billion for the full project, which will extend from Margalla Avenue to IJP Road.
The original plan covers a 7.5-kilometre road with three lanes on each side, along with around 17 bridges and overpasses. Officials estimate that the first phase could require approximately Rs11 billion to Rs12 billion, although the final allocation is still being worked out.
Project Expected to Reduce Traffic Congestion
The new avenue is expected to improve connectivity between Islamabad’s sectors and major highways. Once the first phase is completed, Srinagar Highway will be connected with Margalla Avenue, helping distribute traffic between the two routes.
The project is intended to provide an alternative for commuters and ease pressure on existing roads, particularly during busy hours.
Islamabad’s 10th Avenue Project Also Faces Delays
Meanwhile, the construction of Islamabad’s 10th Avenue remains incomplete. Work on that project began in 2022 but was halted after roughly half of the construction had been completed.
CDA officials have attributed the delay to insufficient funding. The project was originally expected to be completed by December 2024, but the lack of further financial releases has left sections of the unfinished road unused and exposed to deterioration.

Construction Could Begin Within Two Months
The CDA is currently preparing for the tendering stage of the 11th Avenue project. Authorities are expected to prioritise the E-11-to-Srinagar Highway section before proceeding with the remaining route.
If completed as planned, the project could strengthen Islamabad’s road network and improve travel between residential sectors and major transport corridors.
