ISLAMABAD, October 1, 2026 — Pakistan’s government fuel relief scheme is providing discounted petrol to eligible motorists. Still, some applicants are facing registration problems, documentation issues and difficulties understanding error messages at petrol stations.
Nearly Six Million People Have Registered
The relief programme was introduced as fuel costs rose amid disruptions linked to the US-Iran conflict and pressure on energy supplies. According to Information Technology Minister Shaza Fatima Khawaja, 5.91 million people had registered by September 25, while 6.18 million fuel-relief tokens had been generated and 4.79 million redeemed.
The government has allocated significant funds to the programme, with Petroleum Minister Ali Pervaiz Malik putting monthly expenditure at between Rs35 billion and Rs40 billion.
Registration Problems Reported at Petrol Stations
Some motorists have reported being unable to complete registration because another vehicle is already linked to their CNIC. Others have encountered messages such as “Registration Failed” and “Province Code Error.”
During visits to petrol stations in Islamabad and Rawalpindi, Arab News found that station employees were helping many customers complete the process. However, staff said they were not always able to determine why individual registrations were rejected.
The reported experiences do not establish how widespread these registration failures are across Pakistan. The Information Technology Ministry had not responded to Arab News questions about the reported problems at the time of publication.
How the Fuel Relief Scheme Works
Eligible applicants register by sending their CNIC number and vehicle information to 9771. Once approved, they receive a fuel-relief token that participating petrol stations verify before providing discounted fuel.
The scheme provides Rs500 in weekly relief to motorcycle and rickshaw users. Eligible cars with engines of up to 800cc receive a discount of Rs100 per litre on up to 10 litres every 10 days.
The government has also adjusted the motorcycle and rickshaw arrangement, removing the earlier requirement to purchase five litres at one time so beneficiaries can buy smaller quantities.

Authorities Take Steps to Improve Access
Officials have introduced measures intended to make the programe easier to use. Petrol stations without internet connectivity have been allowed to process fuel-relief tokens through SMS, while authorities are also monitoring payments to participating fuel dealers.
Some motorists have reported successfully receiving the benefit. Taxi driver Muhammad Mushtaq said he obtained relief after submitting his details by SMS, while another beneficiary said petrol station staff helped him complete the registration process.
The experiences highlight both the reach of Pakistan’s fuel relief scheme and the registration challenges some applicants continue to face.
