EU-Pakistan GSP+ trade opportunities

Pakistan and European Union representatives are continuing discussions on trade cooperation and the future of the EU’s Generalised Scheme of Preferences Plus (GSP+) arrangement, which provides preferential market access for eligible Pakistani exports.

The talks come as Pakistan prepares to seek inclusion in the EU’s next GSP+ framework, making continued engagement with European officials important for the country’s exporters and trade sector.

Romania Highlights Karachi–Constanța Port Cooperation

The meeting was attended by Additional Secretary Ayesha Ali, Director General Europe I Ishtiak Ahmed Akil and other senior diplomats.

Romania’s ambassador highlighted the potential for closer economic and political ties, particularly through operationalising the agreement between the ports of Constanța in Romania and Karachi in Pakistan. The proposed cooperation could improve maritime connectivity, facilitate commercial exchanges and create additional opportunities for businesses in both countries.

GSP+ Remains Important for Pakistan’s Exports

The EU’s GSP+ programme allows eligible developing countries to export many products to the European market at reduced or zero customs duties, subject to compliance with international conventions covering human rights, labour rights, environmental protection and governance.

The EU is Pakistan’s largest export destination, with textiles and clothing accounting for a substantial share of Pakistani exports to the bloc. Continued access to preferential trade arrangements is therefore important for exporters, employment and the country’s wider economy.

Pakistan will need to apply under the EU’s revised GSP framework, which takes effect in January 2027. Although existing beneficiaries have a transition period extending to the end of 2028, continued access under the new arrangement is not automatic.

Pakistan and EU Seek Stronger Economic Relations

The October 27 meeting reflects ongoing efforts by Pakistan and European representatives to strengthen political dialogue, expand trade and identify practical areas for cooperation.

Closer diplomatic engagement, improved port connectivity and effective implementation of trade-related commitments could help Pakistani businesses make better use of European market opportunities. However, future GSP+ eligibility will depend on the requirements of the revised scheme and the EU’s assessment of Pakistan’s compliance.
