KP emergency approved by National Assembly

ISLAMABAD, October 14, 2026: Pakistan’s National Assembly has approved a presidential proclamation of emergency in Khyber Pakhtunkhwa (KP), with the government citing rising terrorism, internal disorder and cross-border infiltration. The resolution was passed by a majority vote despite protests from opposition lawmakers.

Minister of State for Parliamentary Affairs Tariq Fazal Chaudhry moved the resolution after question hour was suspended. The National Assembly session, chaired by Speaker Sardar Ayaz Sadiq, was later adjourned until Friday.

Federal Government Cites Rising Security Threats

Federal Law Minister Azam Nazeer Tarar told the assembly that the emergency decision followed a review of the province’s security situation by the federal cabinet.

According to figures presented by the minister, KP recorded 2,911 terrorism incidents between 2021 and 2024. He said the number rose to 3,787 between October 15, 2025, and October 9, 2026.

Tarar argued that federal and provincial authorities should have worked together to address the security challenges. He criticised the provincial administration, alleging that it had not adequately prioritised law and order. These statements reflect the federal government’s position on the decision.

Government Says Dialogue Efforts Failed

The law minister said the federal government had pursued dialogue before proceeding with the emergency proclamation.

He referred to discussions involving Interior Minister Mohsin Naqvi, Rana Sanaullah and Amir Muqam, who reportedly held talks with opposition representatives and other political parties over several proposed drafts.

Tarar claimed that disagreements remained over counterterrorism measures and that PTI representatives had focused on the release and facilities of the party’s incarcerated founder. The opposition’s objections to the emergency decision have continued, and the resolution was passed amid protests in the House.

Senate and Joint Parliamentary Proceedings Ahead

The federal government is seeking further parliamentary approval for its measures in KP. According to Business Recorder, the Senate was summoned for Wednesday afternoon to consider a separate resolution on the emergency.

A joint sitting of Parliament was also scheduled for 11:30am on October 15 to consider ratifying governor’s rule in the province under Article 234 of the Constitution. The emergency proclamation itself was issued under Article 232.

Coalition Parties Signal Support

The ruling coalition’s partners have indicated support for the federal government’s position. The Pakistan Peoples Party’s parliamentary committee, led by Chairman Bilawal Bhutto Zardari, discussed the situation, with party sources indicating that PPP lawmakers would support the resolution.

Separately, an Muttahida Qaumi Movement-Pakistan delegation led by Khalid Maqbool Siddiqui met Prime Minister Shehbaz Sharif and pledged support for the government’s measures.

Situation in Peshawar Gradually Returns to Normal

Meanwhile, reports indicate that normal activities were gradually resuming in Peshawar. Containers placed on roads following the imposition of governor’s rule were removed, educational institutions reopened and traffic, including the Bus Rapid Transit service, began returning to normal.

Security remained tight in sensitive locations, including the Red Zone, as authorities continued monitoring the situation.

The latest parliamentary decision marks a significant development in the political and constitutional situation in Khyber Pakhtunkhwa. Further proceedings in the Senate and the joint sitting of Parliament are expected to determine the next steps regarding the emergency and governor’s rule.
