The Pakistan Telecommunication Authority (PTA) has granted a conditional No Objection Certificate (NOC) to Pakistan Telecommunication Company Limited (PTCL) for its acquisition of Telenor Pakistan, subject to a detailed set of regulatory safeguards.
Under the terms, PTCL and Telenor — along with related entities — must maintain uninterrupted service and uphold their quality-of-service obligations throughout the transition.
The order requires the companies to continue operating as separate legal entities until formal amalgamation approval, preserve independent accounting, avoid cross-subsidization, refrain from discriminatory pricing or exclusive infrastructure deals, and secure prior approval from PTA before any changes to branding, interconnection, or network configuration.
PTA emphasised that the conditions aim to safeguard consumer rights, protect smaller operators, and maintain fair competition in Pakistan’s telecom market.
