University of Karachi Told to End KSP Quota; Switch to Open-Merit Admissions

KU KSP admissions policy abolished

The University of Karachi (KU) has been instructed by the Public Accounts Committee (PAC) of Sindh to immediately discontinue its longstanding “Karachi-Sindh-Pakistan” (KSP) admissions quota system. The KSP formula, which has been in place since 1990, gave preference to Karachi-based students and separated Karachi from the rest of Sindh in admissions.

During a PAC review of KU’s audit reports for 2021-23, officials revealed that, despite earlier commitments, KU continues to admit under KSP in all but “one or two faculties”. PAC Chairman Nisar Khuhro pressed the question of whether Karachi can justifiably be treated separately from Sindh when admissions should be open-merit for all Sindh domicile students.

KU’s Registrar, Dr. Imran Ahmed, confirmed the university has been following the KSP policy with syndicate and academic-council approval. The PAC gave KU a directive to adopt a merit-based entry-test system for all departments and submit a progress report at the next meeting.
