New Rules for Official Gifts in Pakistan
Pakistan introduced the Toshakhana (Management and Regulation) Rules, 2026, in September to strengthen the management of official gifts. Under the new regulations, gifts deposited in Toshakhana are to be disposed of through open auctions overseen by the Cabinet Division.
Officials are generally required to declare and deposit gifts within 30 days of receiving them or returning from an overseas visit. The deadline can extend to 60 days when an item must be shipped separately to Pakistan.
Under the new policy, proceeds from Toshakhana auctions will be directed towards promoting primary education for girls in the country’s most disadvantaged areas. The valuation of the gifts received between July and September remains pending.
