MQM-P Hails Court-Backed Triumph on Karachi Master Plan Implementation

KARACHI: MQM-P senior leader Khawaja Izharul Hasan lauded Advocate Tariq Mansoor and the MQM-P legal team for securing a major legal victory over the Karachi Strategic Master Plan, calling it a milestone for urban governance and transparency.

Addressing a press conference alongside members of the central committee and legal experts, Hasan reaffirmed that MQM-P would continue advocating for citizens’ rights through both legal and political avenues.

According to Hasan, the court’s directive for institutions to implement the Karachi Master Plan has exposed “alarming levels of corruption.” He accused the Pakistan Peoples Party (PPP) of turning Sindh’s governance into a symbol of “corruption and plunder.” The plan, originally prepared with World Bank assistance in 2007 and approved in 2018, was sidelined by the Sindh government, he said. Hasan emphasized that proper execution of the plan would have dismantled the city’s building and water mafias, depriving PPP-linked figures of illicit income.

The MQM-P leader further alleged that Rs26 billion were misused under a solar energy initiative tied to Bilawal Bhutto’s vision.

He called on military authorities to ensure implementation of the master plan in cantonment areas, lamenting that “Karachi has become an orphan under PPP’s misrule.”

Opposition Leader Ali Khurshidi echoed these sentiments, asserting that MQM-P represents the voice of urban Sindh’s majority. He urged authorities to develop comprehensive master plans for Hyderabad, Sukkur, and Mirpurkhas, announcing that affidavits regarding the case would be filed before the Sindh High Court on December 2.

Meanwhile, Advocate Tariq Mansoor accused the Sindh government of acting with “malafide intent,” disclosing that Rs2 billion were allocated for a new plan after MQM-P’s petition. He warned civil servants against joining what he termed a “conspiracy,” citing UNODC frameworks that define such conduct as corruption.
