The constitutional bench of Sindh High Court (SHC) has declined to issue an immediate stay on the e‑challan system in Karachi, even as multiple petitions challenge the new system’s legality and fine structure.

A two-member bench led by Justice Adnan Iqbal Chaudhry heard petitions filed by political parties, bus-owner associations, and citizens alleging that fines in Karachi are disproportionately higher compared with other cities.

During the hearing, the court observed that “every place has its own dynamics,” implying that Karachi’s unique traffic conditions and population density justified different regulatory measures.

The bench issued notices to the traffic-police leadership (including DIG Traffic Police) and other respondents, instructing them to submit written replies on the petitions. Proceedings have been adjourned until December 11 for consolidated hearing.
