Karachi, October 13, 2026: Sindh Chief Minister Syed Murad Ali Shah has proposed a partnership with Chinese technology company Huawei to introduce an advanced flood early warning system in Karachi, aiming to improve disaster preparedness and modernise urban management.
The proposal was presented during the chief minister’s official visit to Wuhan, China, where he explored opportunities for cooperation in artificial intelligence, smart governance and technology-driven public services.
Murad Ali Shah said Karachi could benefit from modern digital systems to address recurring problems involving urban flooding, traffic congestion, water management and waste disposal.
Karachi Flood Warning System to Begin With Pilot Project
The Sindh government has proposed launching a pilot project in one district of Karachi before expanding the system to other parts of the city.
The proposed initiative would focus on flood forecasting, emergency response and monitoring municipal operations.
Through digital technology and data analysis, authorities hope to identify potential flooding risks earlier and improve coordination among departments responsible for emergency services.
However, the project remains at the proposal stage, and no implementation date or budget has been announced.
Murad Ali Shah Visits Huawei Smart City Facility in China
During his visit, the chief minister toured Huawei’s Global Model Site for Digital-Driven Urban Governance in Wuhan.
He reviewed technology used to manage public services and coordinate city operations through integrated digital platforms.
Murad Ali Shah expressed interest in adapting similar systems for Karachi, a metropolitan city with a population exceeding 20 million.
He emphasised that the proposed partnership should involve technology transfer, professional training and the development of local expertise rather than simply purchasing equipment.
The chief minister also suggested arranging study visits for Sindh government officials to Wuhan’s City Operation Centre.
Sindh Seeks Artificial Intelligence Cooperation
The Sindh delegation also visited the Wuhan Artificial Intelligence Computing Centre to explore opportunities for cooperation in advanced technology and research.
Officials briefed the delegation on the centre’s computing infrastructure, which has expanded to a capacity of 400 petaflops since beginning operations in 2021.
The facility provides computing resources to universities, researchers, technology companies and other institutions.
Murad Ali Shah said Sindh could benefit from a similar model by giving researchers and startups access to advanced computing facilities without requiring major investments in their own infrastructure.
Karachi Education City Could Become Technology Hub
The chief minister highlighted the potential of Karachi Education City to support higher education, scientific research and emerging technologies.
He proposed closer cooperation between Huawei, universities and technical institutions in Sindh.
The collaboration could include artificial intelligence training, research partnerships and professional development programmes for engineers, researchers and government officials.
Murad Ali Shah expressed confidence that Sindh’s universities, young population and growing technology sector could help the province become an important centre for digital innovation.
Chinese Pharmaceutical Company Invited to Invest in Sindh
Alongside technology cooperation, the chief minister invited Humanwell Healthcare Group, also known as Renfu Pharmaceutical Group, to establish pharmaceutical manufacturing facilities in Sindh.
During his visit to the company’s headquarters in Wuhan, discussions focused on producing medicines, active pharmaceutical ingredients and other healthcare products.
Murad Ali Shah highlighted Sindh’s industrial infrastructure, skilled workforce and access to international markets through Karachi’s ports.
He also pointed to investment opportunities in the special economic zones at Dhabeji, Bin Qasim and Khairpur.
The chief minister encouraged Humanwell to send a technical delegation to Karachi to explore potential joint ventures.
Sindh Government Plans Agreement With Huawei
According to the reported discussions, the Sindh government intends to pursue the proposed cooperation through a memorandum of understanding with Huawei.
The agreement is expected to be considered during the Sindh Investment and Trade Conference in Shanghai later this week.
The proposed partnership could cover smart city management, flood forecasting, emergency response and technology development.
However, a formal agreement and detailed implementation arrangements have yet to be confirmed.

Why Karachi Needs an Early Flood Warning System
Karachi frequently faces urban flooding and drainage problems during heavy monsoon rainfall.
Water accumulation on major roads and in residential neighbourhoods can disrupt traffic, damage property and create difficulties for emergency responders.
An effective early warning system could help authorities identify areas at risk, issue timely alerts and coordinate rescue and drainage operations.
Such technology would need to work alongside improvements to drainage infrastructure, maintenance and emergency planning to deliver lasting results.
The proposed Huawei partnership represents a potential step towards improving Karachi’s disaster management capabilities and developing more efficient public services.
