Pakistan, Türkiye, Qatar and Indonesia have signed a multilateral defence cooperation agreement aimed at strengthening military production, improving defence capabilities and expanding collaboration in research, development and technical training.
The agreement, named the Badr Memorandum of Understanding (MoU), was signed in Doha, Qatar, on October 21, 2026. The deal brings the four countries together to deepen their defence industry partnerships and explore opportunities for joint production and technological cooperation.
Badr Agreement Focuses on Joint Defence Production
According to the Turkish Defence Ministry and Qatar News Agency, the Badr MoU aims to combine the participating countries’ defence manufacturing capabilities and strengthen cooperation across their military industries.
The agreement covers several areas, including:
-
Joint military production and defence manufacturing.
-
Technical military training and skills development.
-
Research and development of defence technologies.
-
Greater integration between participating countries’ defence industries.
-
Cooperation to meet the needs of partner and friendly countries.
The initiative is also intended to support the development of defence systems and industries that can respond to changing military technology requirements.
Senior Officials Attend Signing Ceremony
The signing ceremony was attended by Pakistan’s Defence Minister Khawaja Muhammad Asif, Defence Production Minister Muhammad Raza Hayat Harraj, Turkish Defence Minister Yaşar Güler, Qatar’s Deputy Prime Minister and Minister of State for Defence Affairs Sheikh Saud bin Abdulrahman Al Thani, and Indonesian Deputy Defence Minister Yusuf Jauhari.
Haluk Görgün, head of Türkiye’s defence industry agency, also attended the event.
Pakistan’s Existing Defence Partnerships
The agreement builds on defence cooperation that the participating countries have already developed through separate projects.
Pakistan and Türkiye have worked together on the MILGEM naval vessel programme, which included construction of corvettes in Türkiye and Pakistan. Türkiye and Indonesia have also cooperated on the development and production of the KAPLAN MT medium-weight tank.
The new memorandum creates a broader framework for cooperation among all four countries. However, the published details do not establish specific new weapons orders, financial commitments or a mutual-defence obligation under the Badr agreement.

More Countries Could Join the Initiative
The Qatar News Agency reported that other friendly countries may join the agreement if they meet criteria agreed upon by the four signatories. This could expand the initiative’s reach and create further opportunities for international defence industry partnerships.
The Badr MoU represents a new step in defence manufacturing and technology cooperation among Pakistan, Türkiye, Qatar and Indonesia, with its practical impact depending on the projects and arrangements developed after the signing.
